Dear Colleagues,
Political prisoners remain in captivity and the release of some only highlight the egregious nature of their internment, in one case after 23 years. And Secretary of State Marco Rubio has outlined a three phase plan for Venezuela-stabilisation, recovery, elections. But with no (repeat no) timelines.
